16 Jul 2018 Provisional schedule for the delivery of PBN regulatory change released!

The Civil Aviation Authority (CAA), under the New Southern Sky (NSS) programme, is pleased to announce the release of a provisional schedule for the delivery of Performance Based Navigation (PBN) regulatory changes.

 The schedule for regulatory change has been produced through extensive consultation with industry and the New Southern Sky Working Group (NSS WG) who have assisted in identifying which rule issues should be prioritised, and which should be addressed later. It will show operators and users of the system where in the Civil Aviation Rules (CARs) they may see regulatory changes and when they are likely to be delivered.

These changes, which most notably affect anyone navigating using Instrument Flight Rules (IFR), will support and enable the implementation of PBN into the New Zealand aviation system. Rules that are likely to be impacted include PBN equipage requirements, PBN training and qualifications, alternate and fuel requirements and Part 19D Subpart D — IFR Operations: GNSS

PBN gives operators and users of the system access to a range of benefits including safety enhancements, fuel efficiencies and operator accessibility.  (Read more about the benefits of PBN in the New Zealand PBN Implementation Plan – Revised 2017).

What is the PBN Regulatory Framework project?

The Performance Based Navigation (PBN) Regulatory Framework project will support and enable the implementation of PBN into the New Zealand aviation system.

Between now and 2023, you will see a number of minor and significant changes to Civil Aviation Authority (CAA) regulation to support safe and harmonised PBN operations in the New Zealand Flight Instrument Region (FIR). These changes may be reflected in an Advisory Circular (AC), rule, and/or introduction of a notice, promotional material, or through education campaigns.
